To settle the charge issued on a CIL liability notice or listed against a development you will need to complete 2 forms.
Form 2: assumption of CIL liability
This form ensures the CIL demand notice, the official request for payment of the CIL, is made out and issued to the correct party.
Failure to submit a CIL form 2 may result in an additional fee being applied to any CIL demand notice issued.
Form 6: commencement notice
This form confirms the date the commencement of works begins at the development site, or started if already in progress.
Failure to submit a CIL form 6 may result in an additional fee being applied to any CIL demand notice issued once commencement has been confirmed.
How to complete the forms
To avoid delays, you should read through the forms carefully before entering your information.
Form 2:
- Add the Croydon planning reference number in the “Planning Permission / Notice of Chargeable Development Reference” box.
- Fill in all the relevant boxes, including the contact information.
- Email the PDF form to CILDevelopmentManagement@croydon.gov.uk.
Form 6:
You must complete all the boxes.
- Provide the planning reference in box A.
- Add the full date for commencement in box B. Forms dated on the current date or before may attract a commencement surcharge.
- Insert N/A in box C.
- Provide your contact details and address in the box on the left of the form.
- Use the following for the section on the right side of the form: Croydon Council CIL Team, floor 3, zone C, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA.
- Sign and date the form.
- Email the PDF form to CILDevelopmentManagement@croydon.gov.uk.
What happens next
A CIL demand notice, the official request for payment of the CIL, will be issued within 10 to 15 working days. Details to settle the CIL demand notice will be listed on the notice and issuing email.
Once full payment has been received, the local land charge in place on the site will be removed. You will be notified of this via an email which will constitute as your official receipt.
