The Landlord Offer

Our Landlord Offer to its secure tenants and homeowners was approved as part of the July 2023 Cabinet decision. It outlines the guarantees and processes in place for residents living within the red-line boundary who will need to move as part of the estate’s redevelopment.

The Tenant Offer (pages 17 to 30)

This section is for secure tenants living within the red-line boundary.

If you are a secure tenant, you may be given priority for a move, but this does not mean you will be moved immediately. Some households from earlier phases of the scheme, as well as others on Croydon's housing waiting list, may have higher priority. There are also only a limited number of council homes available at any one time.

When it is your turn to move, your housing officer will contact you directly.

As part of the Landlord Offer, secure tenants who move due to redevelopment have a Right to Return. Approximately one year after your move, the Council will contact you to ask whether you would like to take up this option.

The Leaseholder and Freeholder Offer (pages 31 to 43)

This section is for homeowners (leaseholders and freeholders) within the red-line boundary area.

We continue to negotiate with affected homeowners to purchase their properties. In most cases, a mutual agreement can be reached on value and other terms. Leaseholders are entitled to independent advice from valuers and the Independent Tenant and Leaseholder Adviser (ITLA).

Although we aim to buy homes through negotiation, it does have the option under the Landlord Offer to apply for a Compulsory Purchase Order (CPO). The process to prepare for a CPO is now underway. While in most cases a CPO will not be needed, the notice will apply to all leaseholder-owned properties within the red-line boundary.
