Personal fire risk assessments and emergency evacuation plans

We are committed to helping residents stay safe from fire.

If you, or anyone in your household, has difficulty recognising a fire, responding to a fire alarm, or evacuating safely in an emergency, we may be able to provide additional support.

We can carry out a:

  • person-centred fire risk assessment (PCFRA)
  • personal emergency evacuation plan (PEEP)

These assessments help us understand your individual needs and take appropriate steps to improve your fire safety.

Person-Centred Fire Risk Assessment (PCFRA)

A PCFRA is a conversation and assessment that looks at your individual circumstances and how they may affect your safety in the event of a fire.

A PCFRA helps us to:

  • understand any fire risks within your home
  • identify whether you need additional fire safety equipment
  • consider any health conditions, disabilities, or mobility issues that could affect your ability to respond to a fire
  • provide advice on reducing fire risks
  • share relevant information with the London Fire Brigade where appropriate

Following the assessment, we may recommend:

  • smoke, heat or carbon monoxide alarms
  • adapted alarm systems for residents with hearing or visual impairments
  • other fire prevention or protection measures where required

Personal Emergency Evacuation Plan (PEEP)

A PEEP is a personalised plan developed with you that explains what you should do if a fire occurs.

The plan is tailored to you and is based on your individual circumstances.

A PEEP may include:

  • the safest way for you to leave the building
  • any support or equipment that may help keep you safe
  • what you should do if you are unable to evacuate independently
  • information that may be shared with the London Fire Brigade to assist them in an emergency

PEEPs are available for eligible residents living in either:

  • buildings over 11 metres with a simultaneous evacuation strategy
  • residential buildings over 18 metres in height

Eligibility for a PCFRA or PEEP

You may be eligible if you have difficulties that could affect your ability to:

  • recognise a fire
  • respond to a fire alarm
  • evacuate safely in an emergency

Examples include:

Mobility and physical health


•    Reduced mobility.
•    Frailty or a history of falls.
•    Temporary injuries.
•    Pregnancy.
•    Being bed-bound or chair-bound.
•    Visual impairment or blindness.

Sensory, cognitive or mental health needs

•    Hearing impairments.
•    Dementia.
•    Learning disabilities.
•    Cognitive impairments.
•    Mental health conditions such as anxiety, depression or PTSD.

Fire safety concerns within the home

•    Hoarding or blocked escape routes.
•    Unsafe smoking practices.
•    Use of oxygen equipment.
•    Unsafe cooking practices.
•    Charging of e-bikes, e-scooters or mobility scooters indoors.
•    Previous fire incidents or near misses.
