Old Town Masterplan

"Old Town" is the historic and informal name given to the area in Croydon town centre where the first settlements in Croydon were located in Saxon times.

The area has a rich historic character and includes several important heritage assets including Surrey Street Market and the following listed buildings:

  • Croydon Minster (Grade I);
  • Old Palace School (Grade I);
  • Surrey Street Pumping Station (Grade II).

There are also three conservation areas that lie within Old Town:

  • Central Croydon;
  • Church Street;
  • Croydon Minster (formerly Parish Church).

Strategic objectives

The Old Town Masterplan has been produced with the local community. It is a Supplementary Planning Document (SPD) that is part of the Croydon Local Plan which contains the following strategic objectives for Old Town:

  • Preserve, enhance and reveal the heritage assets and historic environment of Old Town
  • Provide high quality public realm
  • Create attractive and safe walking and cycling routes
  • Build new homes that are integrated sensitively with the historic environment
  • A place where independent and niche retail and business start-ups can flourish.

To support the masterplan, Conservation Area Appraisals and Management Plan Supplementary Planning Documents for the conservation areas that are located within Old Town were produced. They are available to download from our conservation areas webpage.


The Old Town Masterplan was adopted as a Supplementary Planning Document 1 December 2014 following public consultation in February/March 2014.

The adopted masterplan is available to download as a pdf below alongside the:

  • Old Town Masterplan Supplementary Planning Document Sustainability Appraisal
  • Sustainability Appraisal Scoping Report.

    Hard copies of the Old Town Masterplan are available in Croydon libraries.
