Landlord licensing

We do not currently have a licensing scheme for privately rented properties, apart from mandatory houses in multiple occupation (HMO) licensing. However, on 1 September 2026, two new schemes will come into force in Croydon: 

From this date, it will be a legal requirement for a landlord to hold a selective or additional HMO licence for any qualifying property in the designated areas, in addition to the current requirement to licence mandatory HMO.
