How community organisations can bid for council buildings and land that are put forward for transfer.

Community asset transfer (CAT) policy consultation

At its meeting on 6 December 2023, our Cabinet approved (subject to consultation) a revised CAT policy. 

This revision is mainly due to our financial challenges and the tough decisions we have had to, and continue to, make. It is also driven by lessons learned from previous CATs, and the wish to make the process more transparent and easier to navigate for applicants.

The revised CAT policy will replace the former policy for premises-related support to the voluntary and community sector (PDF, 282KB). This policy included elements that are absent from the proposed new policy, specifically:

Discretionary Rates Relief and Rent Subsidy

These support programmes came to an end on 31 March 2023 as a result of our medium-term financial strategy. Our ongoing financial challenges means it is unable to re-introduce them.

Allocation of non-CAT premises to the voluntary and community sector

Any lettings made to voluntary, community and faith sector (VCFS) organisations that fall outside of the CAT process will be subject to the same process as lettings to other organisations and are therefore covered by other policies and protocols.

The consultation will be open for six weeks from 23 January 2024. Comments can be made by using the CAT consultation form (DOCX, 14KB).

All responses will be considered, and appropriate amendments incorporated, prior to formal adoption.

Croydon Youth Theatre Organisation

Croydon Youth Theatre Organisation (www.cyto.org.uk) has been providing young people with drama and technical theatre workshops and the chance to appear in productions for over 50 years. They are located in Oakley Road, South Norwood.
