Have your say on the future of adult learning in Croydon
We want to hear from learners, residents, staff and partners on how adult learning services are delivered in Croydon.
We have launched a public consultation on proposed changes to how adult learning is delivered.
We want to hear from current and former learners about what matters to you and what you would like to see from adult learning services in the future.
About the consultation
The consultation is about a proposal for specialist education and training organisations to deliver adult learning on behalf of the council.
Under the proposal, the council would continue to oversee the service and make sure it meets the needs of local residents.
Why changes are being considered
Croydon Adult Learning and Training (CALAT) has helped thousands of people to:
- gain qualifications
- improve their English and maths
- learn new skills
- build confidence
- move into work
An independent review found that CALAT faces several challenges, including:
- rising operating costs
- achievement rates below the London average
- a need to better align courses with local employment and skills needs
What would stay the same
Adult education funding would continue through the Greater London Authority's Adult Skills Fund.
The proposed service would continue to support people who are furthest from education and employment.
It would also continue to provide:
- English for Speakers of Other Languages (ESOL)
- English courses
- maths courses
- digital skills training
- employability support
- accessible and inclusive learning opportunities
What could be improved
The proposed model could provide:
- more vocational qualifications
- clearer routes into employment
- courses that better meet the needs of local employers
- training that supports growing industries and skills shortages
Have your say
The consultation runs until 11:59pm on Tuesday 24 November 2026.
You can take part by:
- completing the online survey
- completing a paper survey available from CALAT centres

What happens next
We will review and analyse all consultation responses.
