This is to give notice that a ballot is to be held on the proposal from the Purley Business Improvement District Community Interest Company Ltd, that the Purley Business Improvement District (BID) be renewed for a further five year term. The ballot will be conducted entirely by post by Croydon Council’s Electoral Services.
The Ballot Paper will be sent to those who are eligible to vote on Thursday 13 November 2025 for return no later than 5pm on Thursday 11 December 2025.
Who can vote in the BID ballot
The person eligible to vote in the BID ballot will be the non-domestic ratepayer listed on Croydon Council’s database for each eligible hereditament (business premise) situated in the geographical area of the proposed BID as at the date of this Notice. Each person entitled to vote in this ballot shall have one vote in respect of each hereditament occupied or (if unoccupied) owned by them in the geographical area of the proposed BID.
If an individual person is not listed as the non-domestic rate-payer (and it is just the business) then the business may notify the Ballot Holder who the correct person is to send the ballot paper to, by emailing electoral.services@croydon.gov.uk by no later than Monday 10 November 2025.
Appointing someone else to vote as a proxy
The person entitled to vote in the BID ballot may appoint someone else to vote on his or her behalf as their proxy.
A proxy can be appointed no later than 5pm on Thursday 27 November 2025. An application to appoint a proxy must be in writing to Electoral Services and:
- state the full name and address of the person whom the person entitled to vote (the applicant) wishes to appoint as proxy
- state the address of the applicant’s hereditaments
- be signed by the applicant
- contain a statement by the applicant that the proxy so named has been consulted and is capable of being and willing to be appointed
Lost ballot papers
Ballot papers will be sent to those eligible to vote on Thursday 13 November 2025. If a ballot paper has not been received by Friday 5 December 2025 an application for a replacement paper may be made by telephone, email, post or in person to Electoral Services.
Spoilt ballot papers
If the ballot paper is damaged or marked in any way so that it cannot be used as a ballot paper this is termed a spoilt paper. They may be returned by hand or post to Electoral Services who will issue a replacement. The last date for returning a spoilt paper is Monday 8 December 2025.
Rejected ballot papers
If a ballot paper is copied and two are returned bearing the same number, both will be void and not counted. Any ballot papers that are returned unsigned, unmarked or the mark is unclear, will also be void and not counted.
The count of ballot papers
Ballot papers will be counted at 11th Floor, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA on Friday 12 December at 10am. The result will be displayed here following the completion of the count.
Declaring the result
The ballot will certify:
- the total number of valid votes cast
- the aggregate rateable value of valid votes cast
- the total number of valid votes in favour of the BID
- the total aggregate rateable value of valid votes in favour of the BID
For the BID to be successful there must be:
- a majority in favour of the BID in the number of those voting
- a majority in favour of the BID by rateable value of those voting
