Mutual exchange policy

The mutual exchange policy sets out our approach to managing mutual exchanges and promoting choice, mobility and making the best use of our stock.

The mutual exchange policy ensures that all mutual exchange applications are dealt with consistently, fairly, and in accordance with legislation.

This policy:

  • promotes choice for tenants
  • provides staff and tenants with a clear framework for undertaking mutual exchanges
  • ensures staff and tenants understand the implications of mutual exchange
  • defines the obligations and responsibilities throughout the process
  • the circumstances for assigning or surrendering a tenancy
  • sets out the grounds for refusing an exchange
