Public consultation 

We are now consulting on a new Conservation Area Appraisal and Management Plan (CAAMP) for Webb Estate and Upper Woodcote Village Conservation Areas and Proposed Local Listings. The consultation will be running until 2 October 2025. You are invited to comment on the draft CAAMP document and on proposals for local listings. 

Webb Estate and Upper Woodcote Village conservation areas 

The area covered by the Webb Estate and Upper Woodcote Village Conservation Areas is a planned residential estate developed in the early 20th century by William Webb, putting into practice the idealistic principles set out in his book ‘Garden First in Land Development’.  Webb sought to create a garden village in the suburbs, within easy commuting distance of London, offering an attractive and healthy lifestyle for city workers. Purley, then a small village on the outskirts of London, was deliberately chosen for its strong transport connections and semi-rural character.

The proposals

We have recently undertaken a review of Webb Estate and Upper Woodcote Village Conservation Areas. Following this review, we are proposing to adopt:

  • A new Conservation Area Appraisal and Management Plan (CAAMP) as a Supplementary Planning Document
  • Inclusion of 31 buildings of interest on the council’s Local List of Buildings of Architectural or Historic Significance
     

The draft appraisal and management plan

The draft Conservation Areas Appraisal and Management Plan (CAAMP) includes:

  • Part 1 - the Appraisal: a detailed description of the area, its history, and it current character and appearance. This part of the document identifies and highlights characteristics that make Webb Estate and Upper Woodcote special.
  • Part 2 – the Management Plan: strategies for future management of the area, including detailed guidance for maintaining and making changes to buildings, and identifying opportunities and actions to enhance the area in the future. 

The proposed local listings

Alongside the new CAAMP, proposals have been prepared for additions to the Local List. While these buildings may not meet the national criteria for statutory listing, they add to the local distinctiveness and heritage of the borough, and their local value therefore deserves preservation under the Local List. These proposals are based on detailed research and assessments, and each building meets at least two of the established selection criteria for local listing.

The Draft Webb Estate and Upper Woodcote Village CAAMP and Proposed Local Listings are available to download. 

A public consultation event will be held on Wednesday 17 September from 11:00am to 2:00pm at Purley Library, Banstead Road, Purley, Surrey, CR8 3YH. 

There will be a display, and Council officers will be on hand to answer questions. Copies of the Draft Webb Estate and Upper Woodcote Village CAAMP and Proposed Local Listings will be available at Croydon libraries.

  • Post:  return the representation form to Spatial Planning Service, 3rd Floor, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA with the reference: ‘Webb Estate and Upper Woodcote Village Conservation Areas Consultation’.
  • In person: attend the public consultation event and complete a representation form
