Croydon Healthy Homes Privacy Notice

Croydon Healthy Homes is Croydon Council’s free energy advice service aimed at Croydon residents on low incomes, and those more vulnerable to the effects of living in a cold home (especially families with young children, older residents, and residents with pre-existing medical conditions)

We require your explicit consent to use our services.  To help us understand what help you may need, you will be asked a series of questions about yourself and other people who live in your home. The information will be used to help ensure we can provide the best support, and information about other services which may be of interest to you.  You do not have to answer every question, but the more information you provide us, the better the support we can offer you.

With your consent we will use the information you provide us in applications for additional support you might be entitled to, and to other schemes of interest to you.  We will ask your consent again before making any applications or onward referrals.

The Information we collect

This includes but is not limited to: 

  • Your name, address and contact details 
  • Your household composition (number and ages of other individuals living in property) . 
  • Where appropriate, name and contact details any carer/friend/family member who needs to be involved in decision making
  • Financial information, include means tested and disability benefits) - this information is essential to determine eligibility for and to help residents apply for grant funding, discounts on bills and other support
  • We may ask about health conditions which make members of your household especially vulnerable to a cold home - this information may be required to determine your eligibility for grant funding, discounts on bills and other support
  • Information about your home (the type, size, and state of repair of property - including heating systems, energy measures and controls, and if there are signs of condensation) – this will help us determine if your home may benefit from energy upgrades or other support
  • Information about your energy meters, your energy supplier & tariff if you are looking for support with your energy bills 
  • Information about any debt you owe your energy supplier, if you are looking for energy debt support
  • Information about your water account if you are looking for water bill support, including applying for discounts

If you are referring someone else to the service, we need your name, contact details and information about your relationship to the person you are referring

Who we share information with

No information provided will be shared with any other Council team, or other organisation, without your explicit consent.  Where appropriate and with your consent we will use the information you provide to apply for additional support you might be entitled to, and to other schemes of interest to you.  This could include applications for grant funding for domestic energy improvements, additional support or discounts from your energy and water companies, or support from other local organisations.  Any information we intend to share will be explained to you, and you will asked for your consent again before it is shared  

The lawful basis on which we use this information


Croydon Council’s lawful bases for processing this personal data are as follows: 

The data subject has provided consent to the processing Article 6(1)(a) and/or Article 9(2)(a) for Special Category Date in that the individual has given clear consent for the Council to process their personal data for a specific purpose, in this case for assistance with ‘fuel poverty’ issues.

The service provide is however not a statutory service.

Under the Localism Act 2011 local authorities have a general power of competence, enabling them to do anything that an individual may do. They also have a power to do anything which is calculated to facilitate, or is conducive or incidental to, the discharge of any of their functions (Local Government Act 1972). The Council’s role in working out eligibility for assistance with fuel poverty is set out in legislation (The Electricity and Gas (Energy Company Obligation) Order 2018) and any subsequently new orders issued by the Secretary of State.


How we store your information

Your information will be held securely in our Liberty Create Platform software with only Croydon Council’s Healthy Homes team having access to your personal data.  The team will comply with relevant data protection law including the Data Protection Act 2018 and the GDPR. The Croydon Healthy Homes team will anonymise some personal data to assess how well we are doing, and help identify improvements for future schemes, but no individuals will be identifiable from the project report.

Croydon Healthy Homes is a programme running until 2026, and all the data we collect about you will be deleted at the end of the programme.  


Requesting access to your personal data

Under GDPR and the Data Protection Act 2018, you have the right to request access to information that we hold about you. To make a request for your personal information, contact the Council’s Information Management Team at SAR@croydon.gov.uk.

The accuracy of your information is very important for us to be able to provide you with relevant services more quickly.
