Complaints about councillors

Information on the formal procedure for making a complaint about a Croydon councillor.

This page only relates to making complaints about Croydon councillors.

Use this form to raise a formal complaint about council services.

In accordance with the Localism Act 2011, we have set up arrangements for considering complaints about members’ conduct and failures to comply with the Council’s Code of Conduct.

These arrangements include:

  • how a complaint can be made about a member's conduct
  • how the complaint will be assessed
  • the circumstances in which the complaint may be referred to the Ethics Committee for consideration

Making a complaint

You can use our online form to register a complaint about Member conduct. Alternatively, you can download a copy of the form (Word, 29KB).

Please read Information for potential complainants and the Council’s "Arrangements under the Localism Act 2011" before completing the form.

You can find more information about the Members' code of conduct in the documents on this page.

How to submit the complaint

Complaints must be submitted in writing. This can be done by post, or digitally by email or online form.

Reasonable adjustments

In line with the requirements of the Disability Discrimination Act 2000, we can make reasonable adjustments to assist you if you have a disability that prevents you from making your complaint in writing. If that is the case, please email the Monitoring Officer at ethics@croydon.gov.uk for assistance.

We have adopted assessment criteria which will be applied to your complaint to determine whether further action is appropriate.

Before you start

It is important that you provide all the relevant information to be considered when a decision is made on whether to take any action on your complaint.

You should:

  • be specific, wherever possible, about exactly what you are alleging the Member said or did
  • refer to the Code of Conduct and set out which sections of the Code you consider the Member has failed to comply with
  • provide the dates of the alleged incidents wherever possible. If you cannot provide exact dates, it is important to give a general timeframe
  • confirm whether there are any witnesses to the alleged conduct and provide their names and contact details if possible
  • provide any relevant background information
