Licence summary

If you wish to display goods or services on the highway or trade from a mobile vehicle you will need a street trading licence.

There are currently no vacant sites in Croydon.

  • If you wish to trade on a private forecourt or car park but your display or vehicle is within seven metres of the highway, you may be required to have a Street Trading Licence.
  • If you wish to trade in Surrey Street market please visit our Markets page.
  • If you intend to trade or busk in North End you should apply for a "Temporary Licence (North End)".

Street trading policy

Council's policy for street trading can be downloaded as a pdf file. This policy covers all applications for street designation orders, temporary licences and street trading licences.

Eligibility criteria

If the site you are applying for has not been previously licensed for street trading you will need to apply for a street designation order and a temporary licence.

If the site has been licensed in the past you will only need to apply for a street trading licence, which is valid for one year.

Application evaluation process

When an application for a street designation order is received, we will advertise the application in a local newspaper and the public are given 28 days to submit an objection. During this time a temporary licence may be granted for a period of six months to enable you to trade.

At the end of the consultation period all applications will be referred to the licensing committee for a decision.

Will tacit consent apply?

No. Your licence will only be issued to you when all the necessary inspections / checks have been carried out and the premises meets the required standards.

The licence may also list additional site specific conditions.

Licence fees

From 1 May 2016 the yearly licence fees will be based on the number of square metres of the display area.

How to apply

Street designation order and temporary licence (non North End, Surrey Street)

To apply to display goods on a shop forecourt, please download and complete the 'street designation order' and 'temporary licence (non North End)' forms. Once completed, return them together with two passport-sized photographs of the applicant and a cheque for £469 payable to Croydon Council, to the licensing team below. You will then be contacted by the licensing officer.

Temporary licence, North End

To trade in North End, you must first obtain permission from Business Improvement District (BID) telephone number 020 8603 0050. Once permission has been granted please download the 'temporary licence (North End)' form below and return to the licensing team with the relevant fee. The fee is £15 per day.

Temporary licence, Street Markets

If you wish to operate a stall within a street market, please download the 'temporary licence (Street Markets)' form below and return to the licensing team with the relevant fee. The fee is £10 per day.

Renewal of a licence

If you already hold a street trading licence and it is due for renewal you will automatically be sent a renewal letter approximately one month before the expiry date. The renewal fee can be paid online.

Variation of a licence

If you already hold a street trading licence and would like to vary the type of goods displayed, the size of the display or the hours of display please download the 'variation form' below and return it to the licensing team with a cheque for £365.

The application will be referred to the Licensing Committee for a decision.

Change of ownership

If you have taken over a premises that already has a street trading licence in place, please download the 'street trading application form' below, send the completed form together with two passport sized photographs of the applicant to the licensing team.

License refusals, objections and complaints

Failed application redress

Any person who is refused a licence can appeal to the Croydon Magistrates Court, Barclay Road, Croydon CR9 3NG.

Licence holder redress

Any licence holder who objects to any of the licensing conditions attached to a licence may appeal to the Croydon Magistrates Court, Barclay Road, Croydon CR9 3NG.
