Penalty charge notices
Penalty charge notices (PCNs) are issued when motorists break traffic or parking regulations.
In many cases they are issued by the council's civil enforcement officers and placed on the vehicle.
Contraventions may also be recorded by a camera operator. In these cases, the PCN is sent by post to the registered owner of the vehicle. It also serves as the notice to owner.
Will my car be taken to a car pound?
If your vehicle is issued with a PCN for a parking contravention, it may also be removed to our car pound at Stubbs Mead.
Motorists who return to their vehicle and find it is not there should telephone the London TRACE service on 020 7747 4747 to find out whether it has been towed away or stolen. There are several bodies who have the authority to remove vehicles such as the DVLA, the police, or the council.
The charges for removal to the car pound are £200 plus the fee for the PCN. A £40 storage fee will be charged for every day a vehicle is stored at the pound.

How do I pay?
When making a payment, always remember to provide the PCN number, also known as the charge number.
By credit or debit card
Visa, MasterCard, Delta, Maestro, Solo and Electron card payments can be made by calling 0845 3000 614 (24hr) touchtone.
You can also use these cards to pay online via the Parking and driving penalties link in 'Do it online'.
PayPoint/Post office
You can pay by cash, cheque or debit card at any post office or by cash only at any PayPoint outlet. You will need to present a letter or notice containing your unique barcode.
It is very important that you retain your receipt as a record of your payment.
By post
All cheques must be made payable to Croydon Council. Post dated cheques will not be accepted.
Send your cheque or postal order to Croydon Council Parking Services, Penalty Charge Section at the details below. Remember to write your PCN number and vehicle registration number on the reverse of the cheque/postal order.
Please note that receipts will not be issued for payments. If you require a receipt, enclose a stamped self-addressed envelope with your payment.
