Temporary events notice (TEN)

Summary

A Temporary Event Notice (TEN) is required for any event which lasts for less than 168 hours (seven days) where alcohol will be sold or supplied, or entertainment provided.

If hot food and/or hot drink is to be sold between 11pm and 5am you will also need a TEN.

Under section 8 and schedule 3 of the Licensing Act 2003, the council, as the licensing authority, is required to keep a register of certain information. Should you require any information from the register, please contact us on the details below.

Eligibility criteria

You must be 18 years or older to submit a TEN and can submit a maximum of five TENs per year. If you are a personal licence holder, you can submit a maximum of 50 TENs per year.

Your event must involve no more than 499 people at any one time and last no more than 168 hours with a minimum of 24 hours between events.

Submitting a TENS

If you would like to apply by post please download the form below and complete it and send to the licensing team at the address below together with a cheque for £21 payable to Croydon Council. The application must be submitted at least 10 clear working days before the date of the event excluding the date of the event.

Individuals can submit late TENS between nine and five clear working days before the event.

A personal licence holder may submit 10 late TENS and a non personal licence holder may submit two late TENS in a calendar year. This does not affect the maximum of 12 TENS per year per premises.

Please note the statutory guidance advises that late TENS should not be used save in exceptional circumstances.

If you apply by post you will need to send a copy of the completed form to the licensing police and the noise pollution team whose addresses are listed at the bottom of this page.

If you would like to apply online, please use the TEN form. A fee of £21 is payable on application.

Evaluation process

If the licensing police or the pollution team believe that the event would undermine the licensing objectives, they may serve an objection notice on the licensing authority and the premises user. This notice must be served within 48 hours of receipt of the TEN.

A hearing will then be arranged at least 24 hours before the beginning of the event.

Will tacit consent apply?

No. A signed copy of the TEN will be returned to you.

Failed application redress

If a counter notice is given in relation to an objection notice the applicant may appeal against the decision. Appeals must be made to the Croydon Magistrates Court, Barclay Road, Croydon CR9 3NG within 21 days. An appeal may not be brought later than five working days from the day of the planned event.
