Article 4 Directions remove specific permitted development rights as set out in the Town and Country Planning (General Permitted Development) Order 1995 (as amended).
The conservation area is under pressure from a number of changes which could result in threats to its special character and appearance.
The conversion of offices to residential use does not usually require planning permission, but the council is concerned that this will have a detrimental impact upon this area’s ability to retain existing jobs and attract further investment and employment.
Croydon Council introduced an Article 4 Direction on 28th January 2020 to protect family homes (houses and flats) by requiring planning permission to convert these properties into small houses of multiple occupation (HMOs).
