The first part of the Croydon local plan, the strategic policies were adopted in April 2013. A partial review is now underway of the Strategic Policies. Alongside this, preparation of the second part of the local plan, the detailed policies and proposals, is taking place and will provide the development management planning policies and site allocations. Read more about what the Local Plan is and why the council is reviewing some existing designations.

Croydon local plan: detailed policies and proposals (Main Modifications)

The Main Modifications to the Croydon Local Plan: Detailed Policies and Proposals (Proposed Submission) can be downloaded at the bottom of this page, it is accompanied by a draft Policies Map which can be viewed here. Main modifications to the draft Policies Map can be found at Appendix E of this document. 

The Secretary of State appointed Planning Inspector, following the Examination Hearings, is inviting comments on the Main Modifications to the Croydon Local Plan: Strategic Policies – Partial Review (Proposed Submission) and the Detailed Policies and Proposals (Proposed Submission). Main Modifications are changes which the Inspector considers are necessary to make the plan Sound for adoption. Main Modifications are proposed without prejudice to the Inspector’s final conclusions in the Inspector’s Report, which will take account of all representations submitted in response to this consultation. This is not an opportunity to raise matters relating to other parts of the submitted Local Plans. The Inspector will only consider representations from this consultation which relate to the Main Modifications.

A Sustainability report addendum has been undertaken to present an appraisal of the proposed Main Modifications on both the Croydon Local Plan: Strategic Policies – Partial Review (Proposed Submission) and the Croydon Local Plan: Detailed Policies and Proposals (Proposed Submission). How to Make a Representation?

A reference copy of the Main Modifications to the Croydon Local Plan: Strategic Policies – Partial Review (Proposed Submission) will be made available at all Croydon libraries and at Access Croydon, Bernard Weatherill House, 9am-4pm during the consultation period.

You are invited to make representations to the Main Modifications to the Croydon Local Plan: Strategic Policies – Partial Review and the Croydon Local Plan: Detailed Policies and Proposals.

You can make a representation between 29 August and 10 October 2017, inclusive by:

To be duly made the comments must:

  • Be received by the Council between 29 August and 10 October 2017 (inclusive); 
  • Include a name and either an e-mail or postal address all of which must be legible; 
  • Not contain offensive or derogatory language; and 
  • Be related only to the Main Modifications to the Croydon Local Plan: Strategic Policies – Partial Review (Proposed Submission) or the Main Modifications to the Detailed Policies and Proposals (Proposed Submission).

Croydon Council will acknowledge receipt of your representation(s) as soon as possible. Please note that representations are not confidential, including your name and organisation and will be made publicly available. The addresses and contact details of representations from individuals will not be published on the website or any other public place. You are advised to keep a copy of the representation(s) you submit.

What has happened to get to this stage?

The plan and supporting documents were published by the Council to provide the local community and other interested parties with a formal opportunity to submit representations to consider the final version of the Local Plan. Representations were able to be made between 5 September and 17 October 2016. Any representation received before 5 September or after 17 October were not accepted by the Council as valid and were not considered by the planning inspector at examination.

The Croydon Local Plan: Detailed Policies and Proposals ((Main Modifications) was approved at full Council 5 December 2016) and was submitted to the Planning Inspectorate on behalf of the Secretary of State on 3 February 2017. The Secretary of State has appointed Inspector Paul Clark BA MA MRTPI to conduct an independent examination of the Croydon Local Plan.

All valid representations were considered by the Independent Planning Inspector at examination, which was held in Spring 2017. The independent inspector’s role during examination was to assess whether the plan had been prepared in accordance with the Duty to Cooperate, legal and procedural requirements, and whether it was sound.

What happens next?

After the Examination in public for the Local Plan and the consultation on the Main Modifications, the Planning Inspector will submit a final report to the Council, either recommending adoption, or some modifications prior to adoption or withdrawal of the Local Plan.

The Council aims to adopt the Local Plan in late 2017.
