Penalty Charge Notice (PCN) processing issue

We are contacting motorists affected by a processing issue with our PCN system.

We have identified a problem with our penalty charge notice printing process that has impacted Penalty Charge Notices issued between mid-October and the beginning of December 2023. This meant that motorists did not receive the first notice of contravention through the post, giving them the opportunity to pay the discounted rate, and only became aware of it once they received a further notice. We apologise for any inconvenience caused.

Our initial investigations have identified the 3,138 motorists affected and we have started the process of cancellations and issuing refunds. If you were affected, you’ll shortly receive a letter from the council confirming that your PCN has been cancelled and you’ll be refunded within 28 days of the letter.

New procedures are being put in place to prevent such processing problems from happening again.
