Skips over the Christmas and New Year period

No skips to be placed on the public highway from Wednesday 19 December 2018 through to Wednesday 2 January 2019. Normal service resumes Thursday 3 January 2019.

Permit summary

A permit is required if you wish to place a builder's skip on any part of the highway.

Only skip supply companies can apply for a permit and they are responsible for ensuring that all appropriate regulations are followed.

Please note: The responsibility for obtaining a permit rests solely with the skip supply company. The householder or the building contractor is not responsible for obtaining the permit.

A skip permit costs £36 and is valid for 14 days, after which it must be renewed to extend the period of time on the highway. Five clear working days must be allowed for an application for a skip permit to be processed.

Once a valid application for a skip permit has been submitted and the approval process started then no refunds will be made. Where parking restrictions apply applicants must obtain any necessary exemption from Parking Services prior to completing the application.

Skips placed within controlled parking zones must be located either in a parking bay or on a yellow line.

Under the Highways Act we can prosecute anyone who fails to obtain a permit before placing a skip on a highway. The Act also allows the council (the highway authority) to make the issue of a skip permit subject to conditions, including in particular, conditions relating to:

  • the siting of the skip
  • its dimensions
  • the manner in which it is to be coated with visible paint and other material for the purpose of making it immediately visible to oncoming traffic
  • the care and disposal of its contents
  • the manner in which it is to be lighted
  • its removal at the end of the licensed period.

Will tacit consent apply?

No. You will not be able to place a skip on the highway until you have received a permit.
