On 3 September 2020, a petition was submitted to the council, requesting a referendum on changing the council’s governance arrangements to that of a directly elected mayor.

In April 2020 the government advised that it would be passing emergency legislation to support local authorities in the vital work they were doing to respond to the coronavirus pandemic. This included legislation relating to elections, referendums and petitions. In addition to delaying any scheduled elections until 6 May 2021, it also outlined that a petition requesting a referendum cannot be valid before 6 May 2021. The council has assessed the petition against this legislation and determined it as being invalid at this time.

The petition organiser will have the option to request the council reconsiders the petition on or after 6 May 2021.
