There is a specific change that effects parking in a residents' or shared use parking place. (Contravention code 12)
Penalty charges for being "parked in a residents' or shared use parking place without clearly displaying either a permit or voucher or pay and display ticket issued for that place" are normally issued at the higher penalty charge level. However, if satisfactory evidence is provided showing that you parked in order to visit a resident, you may only have to pay a lesser amount if you pay within the 14 day period.
The only proof that will be accepted is a visitor's parking permit valid for the date of the contravention given on the Penalty Charge Notice (PCN). Information on the lower penalty rate is shown on the PCN.
Band A
More serious Code 12 PCN charge: £120
Discount if paid within 14 days: £60
Reduced charge if evidence of visiting a resident is accepted: £80
Discount if paid within 14 days: £40
Band B
More serious Code 12 PCN charge: £100
Discount if paid within 14 days: £50
Reduced charge if evidence of visiting a resident is accepted: £60
Discount if paid within 14 days: £30
For example, if the penalty payable is shown as £120 the lesser amount will be £80 with a 50% reduction if payment is received within 14 days. If the penalty payable is shown as £100 the lesser amount will be £60 with a 50% reduction if payment is received within 14 days. Proof that you were visiting a resident should be in the form of a visitors parking permit valid for the date of contravention given on the PCN.
