The South London Waste Plan
The south London boroughs of Croydon, Kingston. Merton and Sutton are undertaking a Joint Waste Development Plan Document (DPD) to define planning policies and site allocations for waste processing and management.
Sustainability Appraisal scoping report consultation
Sustainability Appraisal (SA) is mandatory under the Planning and Compulsory Purchase Act 2004. It establishes the framework by which the likely effects of the various policies and proposals contained within the South London Waste Plan will be assessed.
SA is an ongoing process which informs the development of any development plan document.
It will be carried out a number of times throughout the development of the South London Waste Plan. At each stage the sustainability impacts of the proposals and policies contained within the plan will be appraised.
At this early stage no specific policies or proposals have been identified. This will happen at the Preferred Options stage, anticipated in September-October 2009.
The first stage of the process was to produce a SA scoping report. This attempts to identify all the sustainability issues, and their potential impacts, that could arise during the development of the waste plan. This establishes a framework by which future proposals and policies can be assessed.
Consultation on the scoping report has now ended but the documents are available to view below.
Issues and Options consultation in September and October
We are currently in the early stages of developing the waste plan, which we intend to finalise by 2011 (see timeable below).
The plan will be agreed by each borough at each stage of its development and the involvement of local communities and statutory bodies will be crucial.
Between Friday 19 September to Friday 31 October 2008 we will seek your views on issues important to the shaping of the South London Waste Plan.

Why plan for waste?
Waste is an increasing concern to our society. Between them, Croydon, Kingston, Merton and Sutton Councils collect nearly half a million tonnes of rubbish every year. Recycling rates are improving each year, but over 70% still goes to land fill, releasing methane, a potent greenhouse gas.
Businesses, building sites, hospitals and other facilities generate even more waste: approximately 650,000 tonnes across the four boroughs and around 60% of waste from local businesses and industry goes to land fills.
Most waste in Greater London is transported outside London by road, generating even more greenhouse gases.
To tackle the impact of how we manage our waste, the European Union, the UK government and the Mayor of London have set targets and identified policies to:
- minimise the amount of waste we produce
- divert waste from landfill
- maximise recycling and composting
- increase energy recovery from waste
- manage more of our waste closer to where it is produced.
Planning's role is to ensure that adequate land is set aside (allocated in the South London Waste Plan) to enable the development of modern waste management facilities.
