Resident participation in Croydon

The Croydon Resident Participation Agreement is an agreement between Croydon Council and its tenants and leaseholders about the ways in which they are consulted. Both the whole Agreement and a shorter summary are available to download below.
Community Housing Panels
There are seven Community Housing Panels (CHPs) in the borough. They are open to all residents living in a council-owned property or on a council estate, and meet locally three times a year. These panels help residents and the council work together to improve housing services for all.
Tenant & Leaseholder Panel
The CHPs and special interest groups elect tenants and leaseholders to attend the borough-wide Tenant & Leaseholder Panel. This panel focuses on broader housing issues which affect all tenants and leaseholders, including rent levels, anti-social behaviour and repairs policies.
Housing Sounding Board
The council also recognises that many residents are unable to attend regular meetings for several reasons and we have set up the Housing Sounding Board (HSB) to give residents alternative ways of getting involved. Residents can become involved in matters which are of particular interest to them and in a way which is most convenient. This could involve completing a survey over the phone, on the doorstep or via the internet. Other options include attending conferences or small group discussions where views can be put forward, or volunteering to check Housing Services.
Residents' Associations and Forums
The Resident Participation team provides encouragement and support to local Residents' Associations which are run by members. Residents' Forums work on a similar basis but are serviced by Housing Officers to free residents up from organising and publicising meetings.
Specialist Interest Groups & Panels
The council continues to support special interest groups such as leaseholders, sheltered housing tenants and tenants with a disability. We also work with the Youth Service to develop a borough-wide Youth Forum. All these special interest groups are encouraged to send representatives to the mainstream groups and register with the Housing Sounding Board.
Mystery Shopping
Mystery shopping is a way of testing services and assessing them from the customer's point of view. We enlist and train Croydon residents who carry out a series of pre-agreed tasks and report their findings back to us. We then use the information provided to make improvements, as required.
Neighbourhood Voice
By completing a simple form residents are able to report back to us each month about issues such as caretaking and grounds maintenance. The individual responses are fed back to the neighbourhood service managers and the overall results are included in the quarterly performance monitoring report.
