Comprehensive Performance Assessment Framework (CPA)
The Audit Commission first introduced the Comprehensive Performance Assessment (CPA) in 2002 - to assess how well councils were providing local services on behalf of their residents. The CPA was updated in 2005 - it was made harder to ensure that councils continually improved.
In February 2007 - the last time councils' scores were updated - Croydon was awarded a "3 star, improving well" rating. Full details of all the council's 2007 scores and details of independent inspections are available on the Audit Commission's website.
