Croydon's ground-breaking resident participation work has been judged to be 'outstanding' - the top score that can be awarded.
We manage 15,000 council housing tenancies and 1,700 leaseholders.
Council values state - 'that we value democracy, community involvement, working in partnership, promoting equality, valuing diversity and putting the customer first.'
Croydon attracted additional Government funding which has been invested in improving its housing stock, resulting in it being able to meet the Government's Decent Homes Standard through existing and future budgets. A survey of Housing Sounding Board members showed that 94% supported the Council’s proposal to retain the management of its housing stock.
Apart from supporting local residents' associations we did little to encourage tenant involvement until the 1990s when a dedicated Resident Participation Team was established.
Due to this team's success we have introduced a tenant's newsletter, held conferences, fun days and a housing festival. We have also provided regular tenant training, set up a resource centre and been able to offer tenant networking opportunities and we were one of the first councils to develop and agree a tenant participation compact with our tenants.

- Online consultation for residents

- Youth participation workers
Key Outcomes
- HSB membership has soared
- Panel meetings attendance has increased
- Tenant satisfaction and overall landlord service has remained constantly high
- Tenant satisfaction with arrangements for resident participation is one of the highest in London
- Working groups are more representative and their membership has increased
- Tenants training courses are well attended
- Croydon Council is a popular landlord
