Freedom of information - publication scheme
Freedom of Information Act 2000 - Publication Scheme of the London Borough of Croydon
The London Borough of Croydon is required under the Freedom of Information Act 2000 to make available a 'Publication Scheme'. The scheme sets out what information the council will publish as a matter of course.
Your rights
The scheme, and the Freedom of Information Act in particular, do not limit in any way other rights you may have to information.
A lot of information we hold is personal and private information relating to individuals. The Freedom of Information Act does not deal with this kind of information - this type of information is dealt with by Data Protection Act, therefore your private business and personal information is not made available under this scheme. If you need any further assistance with this type of request, please contact the Data Protection Officer.
What information does the scheme contain?
The scheme outlines the classes of information that the council publishes.
You should note that the term 'publishes' does not refer only to printed material. It has been interpreted as widely as possible to include material available on our website, printed matter, reports, audio tapes and leaflets.
Much of the material listed in this scheme may be found on our website. It is our intention that as much material as possible will be made available on the website on an ongoing basis, and a section of the website will be developed to enable users to access the majority of the information within the scheme online.
Unless otherwise stated, the information in this scheme is available from Head of Democratic and Legal Services. Please remember to include the following details with your request:
- Your name and address
- The information/documents you would like to access
- The format you would like it to be sent in (e.g. printed leaflet, electronic copy via email, or electronic copy on a floppy disk)
Information may be provided in a variety of formats upon request, e.g. Braille, audio, a language other than English - so far as it is reasonably practicable to do so.
Class 1
Title: Council Constitution
Definition:
The constitution of the council, as defined by the Local
Government Act 2000.
Explanation:
This document includes all the rules, 'standing orders' and
information on 'workings of the council' - including Financial
Regulations, Tendering procedures, Protocols etc, from March 2003 and
succeeding years.
Class 2
Title: Council Decisions
Definition:
Agenda and minutes of the council's decision making bodies, and
the council's Forward Plan, as set out in the council's constitution
from March 2003 and succeeding years.
Information that is exempt under the Local Government Act 1972 or the Local Authorities (Executive Arrangements) (Access to Information Regulations 2000) or which could compromise the Health and Safety of staff or others will not be released under this scheme.
Explanation:
The agenda reports, minutes of the decision making bodies of the
council, except that information which is considered exempt as set out
above.
Class 3
Title: Council Policies and Strategies
Definition:
The Policy Framework of the council (as set out in the
constitution) and other policies, plans and strategies that have been
approved by the council's formal decision making process (as set out in
the constitution) statutory or otherwise, from March 2003 and
succeeding years. Except information that is exempt under the Local
Government Act 1972 or the Local Authorities (Executive Arrangements)
(Access to Information Regulations 2000) or which could compromise the
health and safety of staff or others, which will not be released
under this scheme.

Title: Council Finances
Definition:
The council's income and expenditure service by service for the
financial year from March 2003 and succeeding years.

Title: The Council's Performance
Definition:
Formally approved Best Value Reports, Performance Plans and

An alphabetical index (A-Z) of the council services and contacts
for each service from March 2003 and succeeding years.

Class 8
Title: Your Representatives
Definition:
Information on the borough's elected representatives, Greater
London Authority Member, Members of Parliament and European Parliament
from March 2003 and succeeding years.

- Memberships of decision-making bodies of the council
- Members nominated to serve on 'other' bodies as the council's nominees
- Members Allowances Scheme
- Members 'Code of Conduct'
Members' Interests Register (The register is available for public inspection - under supervision - between the hours of 09.30 and 16.00 on Monday to Friday inclusive. You may make a note of the entry in the register, but we regret that you are unable to photocopy the entries.)
Class 9
Title: The Electoral Register and related matters
Definition:
Information relating to the Electoral Register and related
matters from March 2003 and succeeding years.
Explanation:
Electoral Registers both 'Full' and 'Edited' (The 'Full' register
is only open for inspection under supervision). The Register is
available for public inspection between the hours of 09.30 and 16.00 on
Monday to Friday inclusive;
Applications to be included on the Electoral Register;
Returns and declarations of electoral expenses of a parliamentary or local government candidate to the Electoral Registration Officer; and
Draft proposals, recommendations, modifications or decisions containing changes in the electoral arrangements.
