What we do
The Contracts Unit is responsible for the development and monitoring of agreements and contracts with a wide variety of service providers from the private and voluntary sector.
All this is done in conjunction with commissioners from Social Services and their colleagues in Health.
The Contracts Unit covers contracts for:
- care services (domiciliary and residential)
- catering services
- funding of voluntary organisations
- non-care contracts
General
The Contracts Unit fulfils the following functions:
Contract development
Key tasks
- Providing guidance and advice on procurement processes
- Managing the tendering of contracts and agreements
Preparing terms and conditions/specifications for contracts
Monitoring providers
Key tasks
- Ensuring compliance with contract terms
- Reviewing the quality of services provided
- Monitoring complaints and concerns raised about service providers
- Responding to Adult Protection issues
Approval of providers
Key tasks
- Assessment and approval of potential providers - 'accreditation'
- Issuing lists of accredited providers
- Maintaining a database of providers and their services
Advice and guidance
Key tasks
- Giving advice contract terms and related issues
- Collating market intelligence about services
- Providing product information
- Advising providers about contract/accreditation processes
Catering support
Key tasks
- Supervising the Meals on Wheels service
- Developing and supporting lunch clubs and voluntary day centres
- Providing advice and support to the department's own homes and day centres
Voluntary sector support
Key tasks
- Managing the application process for the award of funding to voluntary community organisations (VCOs)
- Monitoring funded organisations receiving less than £5,000
- Supporting Commissioning Managers with the monitoring and renewal of larger funding agreements
- Advising voluntary organisations about funding opportunities and relevant issues
