Rights of Way Improvement Plan
A public right of way is a "highway" over which the public have a right to pass and repass, be it a public footpath, public bridleway, byway (open to all traffic), restricted byway, cycle route or permissive route.
As both the highway authority and the surveying authority, we are in the process of preparing a Rights of Way Improvement Plan (ROWIP), as required under the Countryside and Rights of Way Act 2000.
The plan is intended to be the prime means by which the council identifies changes to be made to the public rights of way network in order to meet the government's aim of better provision for walkers, cyclists, equestrians and people with mobility problems.
Preparing the plan gives the council the opportunity to reassess the local public rights of way network and its relevance to people who use it or may wish to use it in the future. It aims to improve access for everyone by making more places accessible to more people, and to remove some of the barriers preventing people from enjoying the outdoors.
We invite users and would-be users to comment on the current condition and future planning of the borough's public rights of way network.
