Civil emergencies - emergency planning

You can cope with disaster by preparing in advance and working with families, friends and neighbours

We at Croydon Council have worked with our partners in the South East London Local Resilience Forum to assess the risk of emergencies occurring within our area. We have a legal duty to work with responding agencies to produce a Community Risk Register under the Civil Contingencies Act 2004. Section 2, sub-section 1 of the Act requires Category 1 responders '...from time to time assess the risk of an emergency occurring...' and '...from time to time assess the risk of an emergency making it necessary or expedient for the person or body to perform any of its functions'.

We at Croydon Council have worked with our partners in the South East London Local Resilience Forum to assess the risk of emergencies occurring within our area. We do so in order to produce effective plans to deal with these risks as they occur.

Risk assessment is a continual process, but periodically we collect all of our current assessments of risk into a single document called a Community Risk Register. This document is available for the public to view, and is published on our behalf by the London Fire and Emergency Planning Authority on its website.

The Community Risk Register is the first step in the emergency planning process. The hazards identified, or the particular scenario (i.e. the outcome description), does not mean that the Local Resilience Forum believes the risk will occur, or that if it were to do so, it would be at that scale. The risk scenarios are based on reasonable worst case assumptions upon which our risk assessment is established. The likelihood assessments relate to the risk occurring over a five-year period at the scale reflected within the outcome description. The scale is based on an assessment of a reasonable worse case scenario.

The risk assessments only cover hazards (e.g. fire) rather than threats (e.g. terrorist incidents) but this does not mean that we are not taking into consideration those threats within our risk assessment work.
