Who can appeal their council tax valuation band
You can appeal the council tax band of a property if you are the owner of the property or liable for paying the council tax. Normally, you must appeal within six months of becoming liable for the council tax. However, the Valuation Office Agency can accept appeals outside the six-month period.
How to appeal your council tax valuation band

Do I have to pay my council tax even if I am waiting for a decision on my appeal?
Yes. It is very important that you continue to pay your council tax. If you do not, the council can take recovery action against you such as sending a summons or passing your debt to a bailiff.
If your appeal is successful we will send you a new council tax bill. The instalments on your new bill will take into account the payments you have already made.
